Business License Online Application

City of Thousand Oaks- New Business License Application

What you need to know to get started.

1.	The Thousand Oaks Municipal Code requires all businesses located in the City of Thousand Oaks or doing business within 
	the city limits of Thousand Oaks to obtain a business license prior to conducting business. 

2.	Business tax is an annual tax that you pay each calendar year for operating a business within the City of Thousand Oaks. 
	All business licenses expire on December 31st. 

3.	Business licenses must be renewed on January 1st of each year and become delinquent on March 1st. The City issues 
	a courtesy notice at the end of the calendar year to remind you that license fees are due. However, it is your responsibility, 
	as the business owner, to renew by the last day of February to avoid assessment of penalties. 

4.	If the business is in the city limits of Thousand Oaks from a commercial location,  a completed Certificate of Occupancy 
	Permit Application and Stormwater Discharge forms are required. Click HERE to download and save the forms to your

5.	If the business is in the city limits of Thousand Oaks from a home location, a completed Home Occupation Permit Application 
	form is required. Click HERE to download and save the form to your computer before you begin. Upload the completed

6.	The business start date is the first date your business started operating in the City of Thousand Oaks.

7.	Employee identification numbers are required for all new businesses.  Sole owner or partnerships are required to provide 
	Social Security number or California driver's license number for all owners/partners.  LLC, Limited Partnership, Trust or 
	Corporations are required to provide a Federal Employee Identification Number (FEIN) or State Employee Identification 
	Number (SEIN) for the business.

8.	No payment will be required until your application has been reviewed and accepted. You will receive an email verifying the receipt 
	of application.  Within 3-10 business days, depending on if approvals from other Departments are required, you will receive an 
	email containing the amount due and instructions on how to make payment online.

9.	Assembly Bill 3002 went into effect on January 1, 2019, which provides information regarding disability access requirements and

10.	Senate Bill (SB) 205, signed by Gov. Newsom in 2019, requires a person or entity who conducts a business operation that is a 
	“regulated industry” to demonstrate enrollment with the NPDES permit program. The SB 205 only affects those businesses 
	with primary Standard Industrial Classification (SIC) codes that are identified by the State Water Board as requiring enrollment 
	in the Industrial General Permit (IGP) are affected. Completion and submission of this information is required with your

11.	Assembly Bill 1607 went to effect on January ,1 2021 which requires the prevention of gender-based discrimination of business
